Financial Education & Transparency

Understanding aged care costs

Aged care fees in Australia are strictly regulated by the Commonwealth Government under the Aged Care Act. Individual costs depend on your financial situation, whether you are government-supported, and the provider's published room prices.

Plain English Rule of Thumb:Aged care costs consist of three core components: (1) what you pay towards everyday living (meals & utilities); (2) what you pay towards your personal care (means-tested); and (3) what you pay for your accommodation (your room). Additional fees apply only if you select optional premium amenities.

A statutory contribution towards everyday living expenses including freshly prepared meals, cleaning, laundry, room heating, and utilities.

Who Pays This Fee?

Every person who enters permanent residential aged care pays the basic daily fee, regardless of income or assets.

How Is It Calculated?

Set by Commonwealth legislation at exactly 85% of the standard single basic Age Pension. It is indexed twice annually (20 March and 20 September) to align with pension movements. Because it is tied to the pension, it increases only when the Age Pension increases.

Billing & Payment Method

Billed on a recurring fortnightly or monthly cycle directly to the approved aged care provider.

Key Statutory Protections & Inclusions
  • Applies to all permanent residents, whether self-funded, part-pensioner, or fully government-supported.
  • Does not cover specialized medical care, medications, or optional luxury lifestyle services.
  • Must be paid for every day you are in care, including approved hospital leave and social leave periods.

Policy & Legislative Framework

Legislative Fee Arrangements: Current vs 1 November 2025 Reforms

Australia’s aged care funding system is undergoing historic reform with the introduction of the new Aged Care Act. Understanding which scheme applies to your family is essential.

In effect since 1 July 2014 (covers all current residents)

1 July 2014 Living Longer Living Better Framework

Established the transparent separation of accommodation payments (RAD/DAP) and means-tested care contributions, supported by the Commonwealth Accommodation Guarantee and statutory annual/lifetime caps.

  • •100% Refundable Accommodation Deposits (no ongoing capital retention).
  • •Means-tested care fee capped annually and across a resident's lifetime.
  • •Accommodation costs determined by income and asset tests.
  • •Full government subsidy for fully supported residents.
Legislated commencement: 1 November 2025

Aged Care Act Reforms (Commencing 1 November 2025)

Introduces updated co-contribution frameworks recommended by the Aged Care Taskforce to secure long-term system sustainability, alongside the new Support at Home system.

  • •Strengthened clinical care guarantees funded primarily by the Commonwealth.
  • •Updated co-contributions for non-clinical everyday living and accommodation costs for self-funded entrants.
  • •Targeted accommodation retention mechanisms applying exclusively to new entrants after the commencement date.
  • •Continued full protections for low-means and supported residents.
Statutory Grandparenting Protection ("No Worse Off" Guarantee):Grandparenting / 'No Worse Off' Protection: Under statutory transition protections, any person who is already in residential care prior to the commencement of the new Act remains under their existing 1 July 2014 fee arrangements for as long as they stay in care. The new fee rules apply only to new admissions following formal commencement.
